What is OHA ?
A1. |
Overseas Housing Allowance (OHA) is an entitlement
authorized to assist a member in defraying
the excess housing cost incurred incident
to assignment to an OCONUS permanent Duty
Station (PDS).
The maximum amount of authorized OHA (OHA
ceiling) is based on location, the soldier's
rank, and whether the soldier has command
sponsored dependents in country.
OHA helps offset your housing costs, which
are made up of:
- Rent
- Utility and recurring maintenance expenses
- Move-in housing allowance (MIHA)
- Move-in housing allowance-realtor's fee |

Do I have to apply for OHA ?

Yes. When you arrive at your duty station,
you should check with the local housing office
to see what the procedures are for you area.
Once you have found housing, you take a copy
of your lease to the appropriate offical and
fill you DD Form 2367, the "Individual
Overseas Housing Allowance (OHA) Repor",
to start your OHA . |

Who is entitled ?

Then entitlement is paid monthly to the soldiers
Lease and Earning Statement (LES). OHA is
initiated and paid effective the date of the
lease and stopped the day the lease is terminated.
The actual rent amount in won on the lease
agreement is what is input into the system
to calculate the entitlement.
Therefore, the actual amount of OHA will fluctuate
monthly with the won rate and will most often
be a different in dollar each month.
If you are a single soldier or command sponsored,
it will appear on the LES as the Basic Allowance
for Housing (BAH) line in the entitlement
column. If you are receiving BAH for dependents
not living with you, the OHA entitlements
is the Family Separation Allowance (FSA) plus
BAH in the entitlement column.
The BAH line will also include the amount
you receive for your dependents . |
Q5.How
is it processed ?

The OHA process begins with the Housing Division
located on Yongsan South Post in Building
4106, Community Services Building.
Housing will assist in the preparation of
all necessary documentation and forward the
completed paperwork to 176th Finance, Building
2254, Main Post.
Housing is the approval authority on all entitlements
and allowances.
The paperwork necessary to process OHA is
a DD Form 2267, DA Form 4187 singed by soldier's
commander, Lease Agreement (EANC¡ªSA Form
108), Ownership Document, Property Description,
Off-Post Housing Check List, Statement of
Non-availability, Receipt of Realtor's Fee,
Memorandum of Understanding Economy Housing
Acceptance and Permanent Change of Station
(PCS)/Pin-Point orders.
Once the paperwork is received by Finance,
the advance(s) requested on the DA Form 4187
will be processed, and then the entitlement.
The soldier will receive two advance pays
: the security deposit and the first month's
rent. The advances are deposited into your
direct deposit account.
Finance takes the amount requested in won
and dividers it by the current won rate to
get the dollar amount advanced.
These advances have no effect on the OHA entitlement.
Once you have verified that the advances have
been deposited into your account, the Disbursing
Division at 176th Finance will cash a personal
check for the won in the amount of the first
month's rent and security deposit.
This is one time privilege afforded within
the first 30 days of the date of the lease.
Thereafter, the soldier must obtain alternate
means to purchase won for rent payments. |

How can I do settling the advance payments ?
A6. |
The advance for the first month's rent will
be prorated and collected from the soldier's
pay over a period
that will allow full collection prior to one
month before your DEROS.
The security deposit is suspended until
the end of the lease. The soldier must receive
the security deposit back from the landlord
and turn the money into the finance office
to clear the debt created by the advance.
The Customer Service Section at
176th Finance will prepare the Cash Collection
Voucher and the Disbursing Division will collect
the funds.
To prevent the soldier from losing money as
a result of currency exchange-rate fluctuation,
the soldier turn
in the won amount paid. |

Will OHA cover all my housing costs ?
A7. |
Not Always. That is more likely to be the
case if you live in housing that costs at
or below your ceiling
amount and if your utility and MIHA expenses
are average of less than average . |
